Could we conceive of the claims of 'liberation ethics' as demands of 'part B' of the ethics of discourse?

Apel wants to answer, in his paper, the claims and critiques raised from the Latin-American view of the philosophy of liberation by Enrique Dussel. Apel’s strategy consists in considering Dussel’s ‘ethics of liberation’ as not questioned by ‘discourse ethics’, since it can be incorporated in his ‘part B’, where we can put in practice moral rules inside specific contexts. Apel locates his answer to Dussel within the general debate on the relationship between ethical action and the political, economical and the juridical systems.
